ShNK 2.01.05-24 “Tabiiy va sunʼiy yoritish” (Natural and artificial lighting) is the current Uzbek building code on lighting: Ministry of Construction order No. 1/2-68 of 26 September 2024, registered with the Ministry of Justice under No. 309 on 25 October 2024; it replaces KMK 2.01.05-19. The text is published on lex.uz (document 7218587) in Uzbek. Below is an extract by facility type with clauses and tables, so that every line can be checked against the source. Before announcing a procurement, check the values against the current edition: the code is a living document.
How to read a line of the norm
A norm has three parts, and a lux figure alone is not enough.
- The plane. H-0.8 is the horizontal working plane at 0.8 m, H-0.0 the floor or the surface, V a vertical plane with the height stated. 50 lx on the floor and 75 lx on the rack are different requirements for the same warehouse.
- The visual task class. For industry the norm is tied to the class (Annex 1, Table 1): from I, “highest precision”, to VIII, “general observation”. For public buildings and general industrial rooms the values are given by room (Annex 9, Tables 1 and 2).
- Light quality. Percent flicker Kp, the glare index P for industrial rooms, the unified glare rating UGR for public buildings, the colour rendering index Ra.
Table of norms by facility type
General lighting values. For industry the classes and sub-classes are given, for the rest the item of the Annex 9 table. Streets are given by Table 15 of the main text: there the norm is set by surface luminance, and illuminance is the alternative.

Two caveats to the table. First: on a shop floor one bay may contain areas of different classes, and the norm is set by area, not by building. Second: the scale of normative illuminance is set by clause 5: 20, 30, 40, 50, 75, 100, 125, 200, 300, 400, 500, 600, 750, 1,000 lx and upwards. A value such as “250 lx” in a technical specification is unknown to the code: take the nearest step of the scale.
What ShNK does not cover
- Greenhouses and rooms for plants: they are excluded from the scope in the introductory part. Light for people in the aisles and at sorting is set by the technical specification; supplementary lighting for plants is calculated in PAR according to the growing method.
- Sports facilities as such: the Annex 9 lines refer to halls within public buildings. Levels for competitions and television broadcast are set by the federation rules and the broadcaster; EN 12193 serves as a reference but is not a norm of Uzbekistan.
- UGR for industrial rooms: there the glare index P is limited, and UGR appears only in the Annex 9 tables for public buildings and general industrial rooms. You may require “UGR not above 19” for a shop floor, but that is a requirement of the technical specification, not of ShNK.
Requirements for LED sources
Table 4 sets the minimum luminous efficacy for general lighting: LED modules not below 95 lm/W at Ra 80 and not below 100 lm/W at Ra 60. Clause 54 requires LED and energy-saving sources for the general lighting of industrial buildings. The wording “luminaire efficacy not less than 95 lm/W” in a technical specification is the minimum under the code, not a high bar.
Maintenance factor MF and safety factor Kz
The norm is set for the whole service life, and a luminaire gathers dust and loses flux over time. So the calculation introduces the maintenance factor MF (Annex 1, Table 3), and the old safety factor Kz = 1 / MF. For industry with dust below 1 mg/m³, MF = 0.67 with four cleanings a year for luminaires of maintenance groups 1 to 4 and 0.71 with one or two cleanings for groups 5 to 7; with dust of 1 to 5 mg/m³, MF 0.56 to 0.63; with dust above 5 mg/m³, down to 0.50. For offices, sales floors and other public rooms with a normal environment MF = 0.71. There is no separate factor for LEDs in the document: the values are given for discharge lamps (note to the table). In DIALux, MF is set under CIE 97 as the product of LLMF (the module’s lumen depreciation under LM-80 and TM-21), LSF, LMF and RMF, and then the calculation shows where the figure came from.
An estimate by the utilisation factor method: E = F × N × UF × MF / S, where F is the flux of one luminaire from the IES file, N the count, UF the utilisation factor for the room geometry, S the area. Hence N = E × S / (F × UF × MF). Layout, uniformity and vertical illuminance are calculated by DIALux; the estimate is there for the order of magnitude and to check a supplier’s offer.
Lux-meter check at acceptance
Clause 178 and Table 26: at acceptance of a lighting installation the measured illuminance must be not below 0.9 × Kz × En (Kz the safety factor, En the normative illuminance), that is, a new installation must give the design level with a margin for future depreciation; at inspection during operation E not below En is enough. Measurement practice under clauses 171 to 175:
- no fewer than five control points, placed under the luminaires, between them and along the paths people walk, no closer than 1 m to the walls; on a street, points on the surface between poles every 3 to 5 m;
- the same plane as in the norm and the calculation: 0.8 m for a shop floor, the floor for a warehouse and a car park, the vertical on a rack;
- measurement without daylight, with a lux meter holding a valid calibration, after the installation has warmed up;
- the result is compared with the DIALux calculation at the same points: if the design promised 220 lx and the result is 150, the question is about the luminaire flux, not the lux meter.

Frequently asked questions
What is the illuminance norm for a warehouse?
50 lx on the floor in the storage zone and 75 lx on the racks in the vertical plane, 200 lx at receiving and dispatch, 300 lx at sorting (Annex 9, Table 2, clauses 65, 70). The customer’s technical specification often asks for more in the aisles: then the calculation follows the specification, but not below the norm.
Is UGR regulated in Uzbekistan?
Yes, for public buildings and general industrial rooms in Annex 9: offices and sales floors not above 21, sports halls 24, warehouse receiving 25. For industrial shop floors ShNK limits the glare index P by visual task class, not UGR.
Which safety factor to take for LED luminaires?
ShNK gives no separate value. Take MF from Annex 1, Table 3 for the environment (0.67 to 0.71 for clean rooms) or calculate under CIE 97 with LLMF from the LED manufacturer’s LM-80 report. The adopted value must be recorded in the calculation.
What if the acceptance measurement is below the norm?
Under Table 26 the installation “does not meet the norm”, and the handover record is not signed. First check the conditions: plane, absence of daylight, instrument calibration, mains voltage. Then compare the luminaire flux from the IES file with the calculation: most often that is what differs.
