How to check a luminaire manufacturer: a checklist
Company details, local-goods certificate, declaration, IES file and LM-79 report, warranty, DIALux calculation: what to ask a supplier and how to verify the answer.
Contents
Short answer: a real manufacturer is told apart by five things you can request and verify: the legal entity’s details, a certificate of locally manufactured goods with a register entry number, a declaration of conformity for luminaires, open IES files together with an LM-79 measurement report, and a written warranty with terms. Below is a table of questions and ways to check them, with no rankings and no competitor names.
The checklist is the same for any supplier, including us. At the end of the page is how we pass each item ourselves, including what we do not have yet.
Checking table
| What to ask | What the answer should contain | How to check |
|---|---|---|
| Company details | Name, TIN, address, registration date | Compare with the open state registers of legal entities |
| Manufacturer or reseller | A certificate of locally manufactured goods and an entry number in the Register of local products and producers | The certificate is issued by JSC Uzbekekspertiza under Cabinet of Ministers Resolution No. 712 of 28 October 2024: localisation of at least 30%, simple assembly is not recognised, valid for 24 months. Find the number in the register |
| Conformity | A declaration of conformity for luminaires | Luminaires under HS 9405 are on the list of goods subject to mandatory conformity assessment (Resolution No. 43, annex 4, item 107): ask for the number and validity |
| Photometry | An IES file for each model, not for a “series” | Open the file in the IES viewer: the flux computed from the curve should match the flux stated in the file |
| Measured values | An ANSI/IES LM-79 report on the assembled luminaire | The report measures flux, power, efficacy, the intensity curve and colour; it does not contain a service life |
| Life | L70 per TM-21 based on the LED maker’s LM-80 | That is the life of the module, not the luminaire; any service life figure without a method should not be accepted |
| Warranty | The term, what it covers, the threshold and the method of checking flux | A letter on letterhead signed by the director for a specific delivery |
| Calculation | A DIALux calculation for your plan with IES files and the stated MF | A luminaire count “by area” is not a calculation; MF is taken from ShNK, annex 1, table 3 |
What ShNK requires of LED sources
Table 4 of ShNK 2.01.05-24 sets the minimum efficacy of LED modules for general lighting: at least 95 lm/W at Ra 80 and at least 100 lm/W at Ra 60. The flicker factor is limited for work classes I-III. So “efficacy of at least 95 lm/W” in a specification is the minimum by the norm, not a high bar. More detail: Illuminance norms ShNK 2.01.05-24.
Red flags
- Documents exist only for a “series”, with no numbers and dates.
- The IES file does not open or does not agree with itself, and the flux in the catalogue is given without a method.
- Efficacy is given “as a fact” without an LM-79 report.
- A luminaire service life is stated without LM-80 and TM-21.
- A warranty with no term, conditions or flux check.
- A percentage of savings is promised without a line of assumptions: hours, tariff, maintenance factor.
How we pass this checklist
| Item | Status |
|---|---|
| Company details | Open: SILA SVETA private enterprise, TIN 303213404, the legal entity was registered on 12 February 2015, and production grew out of the High Light Technology brand |
| IES files | Open on the site, dated 2018; some models have no file yet, which is stated on their cards |
| LM-79 report | In progress; until it is ready the fluxes on the cards are marked as calculated |
| Declaration of conformity | Being reissued; the number and validity will be published on the public customers page |
| Local goods certificate | We will publish the register entry number once we receive it; until then we do not promise the preference in a bid |
| Warranty | 3 years, the terms are written into the contract |
| Calculation | A free DIALux calculation for your site plan |

Frequently asked questions
How do I tell a luminaire manufacturer from a reseller?
Ask for a certificate of locally manufactured goods with a register entry number and for documents on the production. The certificate is issued by JSC Uzbekekspertiza under Resolution No. 712: localisation of at least 30%, simple assembly is not recognised.
What is an LM-79 report and is it needed?
It is an ANSI/IES LM-79 report with measurements of the assembled luminaire: flux, power, efficacy, the intensity curve, colour. It does not contain a service life. For a tender bid it is more reliable than calculated catalogue values.
Which documents should I ask a supplier for before buying?
Company details, a local goods certificate with its number, a declaration of conformity, IES files for the models, an LM-79 report (if there is one), a product data sheet and a warranty letter. The full list of the pack for a bid is on the public customers page.
